PST question

Hi guys, my dad gave me a pst a short while ago and I've noticed it has no date on it or hard wire cutters. I was wondering does anyone know (approximately) how old this tool is, thanks.

Since it does not have dates codes it will be pre 1192. We will need pics or more info to date it any closer.
