I suspect their actual purpose is to keep the blade from closing completely and guillotining fingers in the process.

I mean, that's the reason why anyone would put a half-stop to a blade. Besides, our Swiss friends do not design their knives to the "tactical" standards of other manufactures; take for example the liner-lockers having some play in the lock, as opposed to almost any other manufacturer boasting a "solid lock-up". This is not to say that Vic knives are not good; only that they follow a design path of their own.
