I spend a Sat afternoon looking around the high tech area and tool supply area for chicago screws to no avail.  It seems pivots are a very specialized item.  The closest was hex/octo sided tapped posts of the the right size, but the wrong shape. 

One further area of exploration is to try to contact the butterfly knife manufacturers, they use pivots and post (metric?).  But there is still the question of steel quality (but worth a look).

As for steel tubing, that is easy- Aliexpress (the business to consumer version of Alibaba) has some potential solutions:

Here is some titanium tubing for rc cars (maybe they can also offer the sized you want-there are a few vendors so worth making inquiries):

I'll be going to the industrial heart of the country I live in in the near future, I can look around a bit more, (and ask around at knife shops), but if tubing is the best solution, try the aliexpress supplier.

Also, a quick search of Alibaba shows 63 pages if "Titanium tubing" suppliers.  Minimum orders are all over the place from 1 piece, 1 kg, 5kg, all the way to 1 ton.  Honestly that is probably the best place to look at the moment, contact a few of the low minimum order suppliers and see what they can offer you.

So is the grail for screwed alox hardened 3mm pivots with M2 threading, and hardened 2.5mm posts with M2 threading?  Is length an issue or are they custom ground to fit the size?

My thinking is the right pivots, posts, and screws plus Syph's custom scissor spring (and a touch of drilling on  91mm scissors) could lead to new option of standardized DIY kits.  Pre-broken down pioneers/farmers with the right parts to assemble them at your leisure in your own home.  This way Syph could clear out his "standard" mods while focusing on the more creative ventures.
