A pair of advertising Pruners.
The gold one is a bit unusual as it has the new Victorinox shield on the front, but the old logo on the rear advertising plate.

==> The connection is not with Heuliez Bus, but with Heuliez, that was kinda specialized in convertible roof tops and such type of assembly for some cars made by other companies. Apparently they would have made one or more Bentley assembly at the very end of the 90s.
