SAK box date stamp?

I got a new (to me) Troubleshooter and noticed the box has a stamp "98" and I was wondering if that is indeed a date stamp?

Nice, I have a NIB Marlboro  Spartan, but that's better than that by far

I have a marlboro Spartan (or standard  :think:   )  but it is NOT new,  but still cool.
