I think the United States is. If not the top, certainly in the first 2. They gain by being able to play a blame game and fight proxy wars without being accountable and being able to budget warfare policy under a different line item. When the American people wouldn't tolerate this or that police action they can always send UN troops to do it and pretend it's something the whole world agrees to. Its all a gamble,ive had a few family members die of cancer but mainly heart attacks,hence why i cycle or walk everywhere, yes i smoke the odd cigar ,but i dont drink and eat very healthy,but at the end of the day who knows what the future can bring,ive known health fanatics too keel over and die aged 50
