I would bring that to the service desk and make them aware of the switch before someone who doesn't know any better pays good money for that.I would rather someone had just stolen the damn thing than to do something like this and harm another person. This is another incident that makes me want to bring back public flogging.
Or beat him in the back room with a 2x4.
I'm going to shanghai this issue to push my own agenda - Businesses and People need to start (or go back to?) treating Retail like a real profession and not "something to do" between buying dime bags or going clubbing or whatever it is hopeless floor staff do when they are not standing around gawking inanely at customers. The members of a store (or a department, if it's one of those super mega global corp type stores) should be aware of the products they sell and provide to a customer. This should not have made it back onto the shelf, and if, perchance, the returns manager was having an off day, and the storeman who rehung it was high as a kite, it should have been picked up by anyone in that department at any time they restocked that item, did a spot check, did display maintenance, or was passing by on their way to the amenities.I am glad you picked it up and brought it to their attention, but I have no sympathy for Lowe's. Yeah, they got stiffed by some shrinkage, part of the game when you operate big retail I suppose, but clearly their procedures, staff education, and expectation from their "Customer Service" is below par.The only loser in this could have been a hapless purchaser (and in 2016, if you're not researching a product before you spend, you're a braver person than me, or have less internet access)(My rage is not because this is a Multitool, but because last time I went shopping I tried to buy some lamps - I took a lamp, from the shelf, up to the customer service desk, and asked if they had it in another wattage, and the nice lady told me they don't have that brand - )o< conspiracy time - what if it was an inside job? knowing there are too many cameras and bag checks for open theft, someone with knowledge of the system purchased, either directly or through an agent, conducted the swap, and then eased the return of the false item through the process back to the shelf, knowing that when it was "discovered" it would be written off without investigation and leaving the criminal party with "clean" hands.

An employee approached me, thinking I was tampering with them so I explained that many were discharged from shipping or lengthy storage. Satisfied that I wasn't tampering with the extinguishers, the employee didn't even ask if any were discharged before walking off to do whatever people do in this particular depot.I put the three charged ones I found in the top part of the cart and stacked the discharged ones in the bottom- there were many more discharged ones than charged ones, and I took them to the customer service desk. I'm not a safety nut, but come on, people expect a fire extinguisher to be ready when they buy it, and don't have time to get it filled when they need it. You can't put off a house fire for a few hours until you can refill your extinguisher. The woman at the Customer Service desk told me that they only sold discharged ones, and it was up to the buyer to have it charged. Now I know people who would buy these things and never take them out of the box. Just put them under the sink and assume they would be safe, and I told her that, then furthered my point by saying that the three other ones in my cart were completely charged, and how did she explain that. She apologized and insisted they would be looked after, which I assume means they went back on the shelf the moment I left. Def
I have an admission to make. One time when I was young and stupid, I bought a $4.00 cheapy multitool at Lowes. I took it home, put a brand new Leatherman Wave in the package, then returned the package with the Wave inside to Lowes and got my $4 back. I've always felt real bad about that.
Of all the lowdown things for someone to do! They ought to find that guy and banish him from the region planet
