I now see the file I thought was diamond alongside the VX was a ST300 file though and not diamond

Still an awesome file

To some people, with the proper equipment, it could be easy. Personally, I think it's a feat even to put a hole through a hardened file. That's crazy enough.

Honesty obliges me to state that given a vise grip, a Dremel and some diamond-coated ball burrs and some small grinding stone bits, as well as moderate hand strength and about one to two hours' spare time, anyone could do this. The trick with the initial perforation is to keep the inclination between the surface and the tool changing to avoid using up only one side of the tool, whilst applying quite a bit of axial pressure. Then use the grinding stone bits to enlarge the hole gradually to its final diameter. Frequent measurements are necessary lest you overshoot the mark.
