Could they be modded easily? There's only a few spots you need to cut/file in 91mm scales to allow for a pen. Are 84mm the same?

No, they are about 7mm shorter. :P

I bought a set of white 84mm plus scales on eBay it was a few years ago. At one time Grant had some for sale at the MTO store.
I think Alcohol, Tabacco and Firearms should be a convenience store, not a government agency.

The scales from eBay I am pretty sure they are not factory. Feline vets son Tom had a store that sold SAK molding supplies he sold 84mm plus scales. That was before 3D printers. Those could have been factory.
