What is this mystery tool

What is that thing with the handle and many hex holes in the left side?
And there appears to be a similar tool in the right side, but with no holes?
I found this picture in Google, and being pinterest, I have no idea how to navigate that site. The links go nowhere, or to other threads of other pics, but the one I clicked on.

That's a pretty cool set up. Over far left looks to be a feeler gauge set even.
