What is this?

Seller says this is a Wenger, but it's unmarked. I personally think it may be German.

I have less than $20 in it, so even if it ain't, it looks like I may still have a decent knife here.

Unmarked is a bad sign IMO.  In my experience, any maker taking even a modicum of pride in their product will mark it.

Wasn't mentioned anywhere.  To me, what looks odd is the combo of old-style can opener with a cap lifter. Most of what I've seen with fiber handles has just been a straight screwdriver.

That is interesting but it may be a transition knife with both openers,that is, with both bottle and can openers.
