It is tough to get a good feel for how things really fit into these Skinth until they are in front of you I have found.
I think a Magnum for the things you list is going to leave you with enough extra room to have your lunch in there too if you get what Im saying?
I can fit the Surge and a large Screwdriver with bits in the handle and a 125mm Knipex in the main pocket along with other things if I needed to and then a ratchet and extension in the front and then a large diameter light in one tube and Cutters and a Wrench in the other.
But then I cant wear it as my pants fall down!
Another issue for you as it is for me is that most of these seem designed for single battery lights and the Milwaukee 2aa which I also now faithfully carry needs a lot more depth than that as it carries really deep but it is also really slim and these dimensions are at odds for most of the Skinth that I have tried.
I think if he made a version of a Shield with at least one open bottomed side pocket it might be ideal for a long 2aa penlight but then this is not conducive to the way the Shield are made either.
I actually have the perfect version now for myself which naturally was then discontinued but it would probably do exactly what you want on most counts too.
The next closest that I can see from the site Today is the OG but the tubes are both too big and yet too short to fit the light still which means you might be able to find a way to use the Skinth there but would need to be really careful to make sure the clip is grabbing fabric so that the light does not just slide thru too.
