When the current moderator staff determines that new Mods are needed they start brainstorming with some potential candidates.  Those candidates are debated and the list is whittled down to however many new mods they decide they want.  When they have decided, they give the names to me and I send an offer to those members, and if they are interested, they get the job.

I wouldn't read much into that Dan.  Much of the consideration goes into geographical location so we can always (potentially) have someone online to deal with issues.
