Yes on the scissors, but not certain about black oxide.  I have carried the RS as my duty carry for years and I wouldn't trade it for anything.

Checked the scissors.
They are the same on the 111mm,  91mm and Swisstool (the 3 left ones).
Put Spirit and 58mm Scissors for reference. Note: the two SAK scissors on the left appear to be slightly larger because perspective (layers are above the background while other ones are almost sitting on the board).

On the Vic USA website, there is not currently a Swisstool XBS (which would be the BO version of the Swisstool X).  However, this does not definitively mean that one does not exist.

Also, there is a Swisstool MXBS listed, which is the BO version with scissors and OHO blades.
