What is this tool?

Does anyone know what that long tool at the bottom of the picture is? :think:
That thing with the hook, blade, and a T-handle?
I cannot find any information on it. The picture is from pinterest, listed as Dave Canterbury woodworking tools, but there are no links to any articles or tool list or anything.

It looks to be a rasp of some sort - I imagine (but cannot confirm) that the hook attaches to a spring or maybe a sapling.
Or, perhaps it was a rasp and is now used to lever something up, like a pot lid?

Dunno. Canterbury seems weird. He forges an axe out of a crowbar or something.

Holy cow, that thing is awesome..... I want one just for chopping biltong!!

So a question remains - Has Canterbury lopped off the cutting edge from one of these and, if so, why is there a rasp face on it?

And suddenly, I'm seeing LOADS of these darn things for sale, now... Most are around £700, but some are 2-3 grand!!

I'm sure it has a rasp face on it because it was forged from a rasp as we've seen knives forged from files or rasps where the former use remains apparent even though the face has been hammered smooth.

I expected something like that... and I wasn't sure why on Earth anyone would do that, until I saw the going rate for one originally designed as such.
Cost is the only reason I can imagine.
