It does I cut a willow log that had a hole in it to use as a bird house, I hung it on my fence and that has sprouted now
I will take a pic when I get home, a few years ago I cut some 6ft willow logs for a friend, we put them on the grass at the side of his shed and a few weeks later they had sprouted new growth and had started to re root.I think this only happens to willow logs cut in spring / summer when the sap has risen well.
