maybe at some (very early) point the didnt have the patent so the early ones said "pat pend" or "patent pendient" and now that they have the patent they can put the "patented" tag on the tool.....just my guessACT:sorry, saw "why" insteed of "when"

If it has been painted, then it's likely that it didn't leave the factory that way.
