Make a paper burner out of bucket

I have a 25 liter metal bucket that used to be a ethanol container. I need to make it into some sort of burner for paper, grass etc. Don't need to cook or heat anything with it, just burn stuff. Anyone has any idea on how to do it? Do I just cut the top off and burn stuff in it, or should I drill some holes along the side so air can get in (but I don't want anything hot spill out)?
