How do I get Vic to manufacturer a Deluxe Tinker with the main blade a clip blade on the
right side as a thumb stud liner lock? Preferably with alox handles? Would be my dream
knife.

Ya Victorinox wouldn't make a run like that. Heck they turn down some runs for pretty standard stuff, with just some minor changes.
