Renovation of 1940's Vic

I am mostly through with making a 1940's Vic into a presentable and functional edc knife.
It's the type with the pre-celidor scales (fiber???)--exposed rivets--old type awl, and I notice that one edge of the silver Vic shield is lifting slightly, but enough to make me realize it may catch on clothing and become really damaged.
I want to attach/glue it firmly to the scale, what's the best approach? I'd guess that I might be able to get a pin between the scale and shield, but prying it upwards much more might well bend it too much and cause greater damage.
What technique would you use to insert an adhesive agent, and which adhesive is best?

I don´t know what material the scales are and so cannot recommend any glue, but i would try to use thin liquid glue and apply it with a syringe with a thin needle - costs only cents and works well.
