Not trying to be silly here, but..Have you considered just buying a Fisher pen? There are almost two hundred pens on their website. The Bullet, Trekker, Astronaut, Cap-o-matic, and Space Shuttle are all very good pens if you like the Space Pen refill.
My EDC pen is a solid stainless steel (SS) bolt-action MaxMad pen, and I only use Fisher refills in it (you have to use the plastic adapter/doodad that comes with those refills). Works like a charm and its solid SS frame can be construed as tactical (could be used as a kubaton). It has very clean/simple, elegant lines in my view. It may not fit your bill but the US gov't issue Embassy Pen by Maratac uses Fisher Space Pen refill.Substantial pen and the heaviest I ever owned (even heavier than Karas Kustoms you mentioned) but I love it to bits. (Image removed from quote.)(Image removed from quote.)

However, I can't help thinking it would be a PITA to have to unscrew the cap every time you wanted to use it.
