I'm going to put in a vote for Sharkboy and Lavagirl. I expected terrible based on the aimed demographic, but it blows away any other cheesy, low-budget kids movie. Bad acting, awful green screen, on top of the predictably bad storyline.

Seems things like acting, script, directing, special effects etc just aren't as important if you are under 10 years old.
