I'm thinking of trying my hand at modifying a SAK main blade into a sheep's foot blade. (At least, I think it's called a sheep's foot.)  I would assume the best method would be to keep the blade from heating up and tempering.  Can this be accomplished with a dremel to rough out the shape or is it too risky to over-heat?  What would be a recommended method?

Go with a normal metal file. Blade material is so soft and very easy to work with. I have done some work with broken tips. Just one minute for that kind of work is really needed...

I think he's trying to tell me, it's called a "cat's paw" not a sheep's foot.

As Crow says by hand would be the best way not to ruin the temper  :tu:
I would use a belt sander and dip the blade in water a lot  ;)
If you were going to use your dremel you could... see picture below

I have been thinking about this one for a while now

How about using the dremel to cut a parallel slot all the way through the blade (as Neillcurrie says above with two cutting disks) I'm sure there's a name for this slot     anyway I think it might be easier to do nicely than a dremeled nail-nick  :tu:

Before any health and safety muppets start, make sure you take appropriate measures to ensure your safety while using electricity and water also wear a mask, goggles, jock strap etc etc etc  :D

Get a dish and fill it with enough water to touch the underside of the blade
Hang on let me take a pic....

Its a bit hard to see but the top side of the blade is out of the water and the bottom is touching

Everything’s adjustable

Like Sparky says, belt sander is good option too. You really need to dip blade in water a lot. You can also use water on that belt, so it will not heat up that easily. Just use sponge to make it wet.

To cut the tip off a dremel cutoff wheel is faster.  I like to clamp a block of aluminum to the part of the blade to be kept, it really draws out the heat.  (alot of blade makers use Al as a quench instead of water) But its equally fine to just cut a bit and cool in water.  You really have to grind alot to heat it to the point of damage.  But generally grind for 5 seconds a time and you'll be good.

If you want a proper sheepsfoot, you'll have to straighten out the bottom part of the blade too, to get the curve out.

Maybe blade from gardener would work with little modding...

A practice run with an old beat up blade.  I like the shape, but will need more practice with a file before I attempt this on a good blade.

I slipped a few times with the file, got a couple of unwanted nicks on the blade and accidentally cut myself in the process, but not seriously.
