Is the tax on pre-paid phones over and above what people with contract phones have to pay?

They have not said how much it will be, but I cannot imagine it will be more than $1.50 extra per month. (Just a guess). So to answer your question.... No, probably not.

A tax on burner phones? That is paid per month?

So basically this will register and track who owns them, and the money is a side effect.
