USPS First Class International should be 8-12 USD... 36 USD is Priority Shipping. I'm having the same issue nowadays...
I don't understand why it's more expensive from the US than it is to send to the US .Most multitools / saks have cost me £9.75 to send first class tracked and signed and should take about 5 days to get to its destination.Which I think is pretty acceptable .

Last time I had stuff sent to the UK from the US (a Leatherman Charge) it was $22.50 but I've had SAKs shipped for less. Small international flat rate box was something like $33.

You have to dig around a little on the USPS site, but what I think you might be after is called "First-Class Package International Service".
