With the seller being located a half an hour from me, I wonder if I could have picked it up any cheaper from wherever he got it (i.e. flea market). 

I'm resisting this too. This is the first time in a long while I've seen a PST II sub $20.  Mine was a little over $20 when I got it, and had Ebay Bucks for $5 at the time making it about $16.   And, unlike mine this has "PST II" engraved on the handles.
