Scissors rubbing

I have a newly acquired 84mm Small Climber that has some stiff scissors (not blade part, but whole tool).  The spring is tight with good snap, but opening and closing the scissors is not fluid or smooth, and it feels as if its rubbing in the layers.  I have thoroughly cleaned and oiled the knife.  Should I send this in for repair?  Anyone experienced this issue with a Vic tool before?  Any advice is appreciated.

I have a couple SAKs with scissors that dont snap closed freely (though they snap open nicely) and it seems like the scissors are slightly rubbing on the liner. One of them is an 84 that I built so I could blame me for peening it too tight or something, but one of them is a Craftsman. It's nothing major but I notice it when closing the scissors.

I have more of an issue with rivet scissors binding up at the actual scissors pivot and then not being able to adjust them like you can with the screw type scissors.
