Rust removal on dad's SAK

Sorry if this has been discussed before. I just found my late fathers Swiss Army knife mountain Guide edition and while he collected a lot of knives this one is my favorite. The problem is it wasn't kept in very good condition and has lots of what appear to be ray spirs. Any tips on how to restore it to better condition if possible? Thanks for any help !

Say Heah Boy's and Girl's,  Dad never had a knife of any kind,  But when I was young and livdd at home,  He wouldn't ask,  but he would pick one of my knives to use.  Later on in life (R. I. P Dad)  I found one of my first knives a NorthWest Territory knives I had,  It's a small Bowie Shape,  which he most of used to mic paint,  some kind of sealer?  because I found it in his painting box with his brushes and tarp's.  Oh he loved to paint,  He knew Mom didn't like to pain,  so that was his get a way from Mom where he nipped as he painted,  Suorisingly he was good at painting.  He ran a line at a machine shop where they made brushes if all kind even street cleaner brushes.  Anyhow,  I found my NorthWest Territory Fix Blade,  and little by little I cleaned it mostly during football games. This year finally I think I got all that gook off watching N. E.  Beat Houston,  Houston we have a Problem was the message heh heh heh. Anyhow,  my NorthWestern Territory had alot of luv mark's prolly why he used that one,  But it's one if my sharpest knives,  They just don't make them like they use to.  The sheath needs some conditioner,  But I never rushed cleaning my NorthWestern Territory Fix Blade,  Tonight,  If I have to say so myself,  It's looking great.  Nit as good as before,  But a good reminder,  Luv'ya Dad.  ,, .

Do you have any pictures please W
I would first try water and soap with a scrub brush just to see what you are left with

Back in the seventies, Colonial Knife Co., of Providence, RI had a series called Swiss Master, all of which roughly mimicked an SAK.  This looks a lot like one of those. 

That looks more like tarnish, which really isn't hurting anything.  I've noticed my tarnished carbon steel knives tend to resist rust a little better than a shiny one.
