I asked him what was the deal with the crazy shipping charge, he said it was to avoid fee  ???

He has a 94% feedback rating, which is sub-optimal.  I won't buy from anyone will less than 99%, even if it appears to be a killer deal.  I'm a fraidy cat, but I've also never been hosed by a seller.

eBay thrashed that tactics by charging 10% fee on everything  >:( I would be wary of people trying to pull that nowadays. Imagine you buy the tool then want to return it, and he says, "ok, I will send you a full refund less the shipping charge". How will you feel? I do not believe in free shipping, and distrust any person with excessive shipping charge.
