Actually, assuming that this doesn't have any metric ruler markings this could be a mid 80's PST looking back at Bob's PST project.

OK something isn't adding up here  .  According to Bob's project the hard wire notch wasn't added to 1996 so something doesn't tally up.

If it has hard wire cut (as per picture),it should have a date stamp inside the handles also.

Perhaps it was rebuilt by the factory (warranty) with a new plier head?
