I feel it is safe to assume that the Victorinox Delémont (65mm) knife scales are compatible with Wenger knives in terms of fitting the knife because I know the 85mm are (see pics below).
The problems you'll run into are:
1) The awl because Victorinox has changed it to their own design. The Wenger's sits flush with the knife and the scale has a cut-out to allow you to put your nail in the awl's notch from the front of the knife. The Victorinox's protrudes and allows you to put your nail in the awl's notch from the back of the knife.
2) the tweezers and toothpick: Victorinox has done away with the Wenger-style scale tools and has put their own style instead.
Depending on why you need to change your scales your best solution is probably to send your knife in to the Vic spa. They still have some stocks of Wenger scales and scale tools and will fully service your knife for the price of the spare parts which is very cheap.
