Some kind of military designation?  DE = German?

I have a Centurion with the same markings and I researched it awhile back. I found this same info on the Victorinox.CH website under the forums part. There is surprisingly a large amount of info on that forum but they do not keep history for too long.

I have a Vic Forester with this on the blade . I think it may have something to do with the old German Army knife which is the civillian version called the Centurion .Perhaps this had to be on the blade for German laws .
