I believe it is that way because you can extend both handles at 180º between them and have a continuous ruler marking, so you can press or push the Rebar against the surface or line you are measuring without the pliers jaws hitting the thing or getting on the way,if that's what you mean

To me there's no rhyme or reason to it, making the two markings in different directions.
