If it is the word I think it is, I'm an American and I use it all the time. It is NOT the hardest cuss word in American English, that's for sure. "Tax audit"... now that's harsh. "Manditory overtime" is pretty wicked. "Gonna need a new catalytic converter" is up there. My personal favorites are "white carpet" and "i", but that last one requires the right kind of math to appreciate.

Also, its still the same... he repeatedly hands the Joker over to the authorities, what does he expect will happen? Anyway, it seems the man with a plan for everything does not have a plan to "keep the Joker off the streets". We probably would get banned on CPF for this discussion
