Weird Old Wenger Esquire

We found this old, what we believe to be, Wenger Esquire amongst my recently passed grandfathers things and could not find any information about the odd tweezer attachment where the scissors should be or the dial that goes from 1-12. If anyone has any information about what these attachments would have been used for that would be amazing since it is an interesting piece of my grandfathers legacy that I would love to know more about. Thanks for any input!
