Yes the 'S' models have the lock on the main blade.  So it does mean the knife is not legal everywhere. 

BUT Wenger does make the EvoGrip 18 in Yellow (that is no 'S' and no lock).  It does not have the Panagonian logo, but otherwise it's the same knife.  It's also alot cheaper without the lock so a definet win if you don't mind loosing the lock.
