I had a couple of knives that had sat around for a while and the Nailfiles had discolored quite a bit. It didn't look like rust, but it was definitely some kind of "patina" developing.
Anyway, I found that a moistened Scotchbrite green pad, with a little Barkeepers Friend gets rid of the "patina" in a couple of seconds, and the Nailfile looks like new again.

I think its caused by oil from your hand when it drys out. I used an old toothbrush & dish soap to clean mine & it worked great.

stiff toothbrush and Brasso followed by liquid hand soap.

Usually wash with mild hand soap then rinse under a soft faucet stream. After drying I use a Pedigree (Empire) green eraser. Use the same eraser to clean my files with too.
Some hardware stores have a gummy eraser they sell but those are a bit more expensive to a common green pencil eraser.
