Call me a skeptic, but I'm a biologist by training.I read the "full" report, which has absolutely no detail nor hard evidence, and all the claims hinges on the Chlorin E6's ability to amplify light. The ability to amplify light without additional energy input just violates law of physics. But ignoring that for the moment, all google result leads back to some version of the news, with no support of its ability to amplify light, nor does any of his cited articles that I read through.So for the moment I'm calling BS on this.
