How hard is it to remove and replace scales on a sak? Like if I took scales off my alox pioneer and put some nice titanium ones on it and stone washed all the tools?

How hard is all relative to your skill and experience. If you have the desire and the materials I would say give it a go.

Have a read through Syphs Adventures in Alox,it'll give you a good idea of what's involved.
I'm happy modding cellidor SAKs,but I've had to outsource for the Alox mods I've wanted

If you're going to peen it back together then it's not that difficult. Ti scales will help you because you can polish out any marks from the hammering. If you're planning to change to threaded posts then there's a lot more work involved, but it's not impossible with minimal tools.
