Eddie:
I'm no expert however this is my understanding of your main options:
1) find existing blades, tools etc. that can be ground down to shape to make what you want. They will be heat treated so you must be careful not to heat them and ruin the heat treatment. May be limiting as to shape, size etc.
2) buy stainless stock - blank flat stock is available in various thicknesses and types and it is not hardened and can be worked with files, grinders, drills etc. Once you have it to shape it must be heat treated and generally speaking this isn't easy to do in a home shop situation. I've used carbon steel and heat treated it but stainless is a different story as I understand.
I'm including a link that provides some detail on types of stainless blade stock that is available - this is what this shop carries anyway:
https://www.knifemaker.ca/Stainless-Blade-SteelHe also does heat treating:
https://www.knifemaker.ca/Heat-Treat-ServiceI've never dealt with this shop (have no affiliation) and only provide the above links to give you some information as to what is generally available. Please note his information about distortion in heat treating.
I expect there are similar businesses in your area of the world and that they can provide further information to you.
John.
