I actually think its intended as an added measure to avoid clip movement. The hex shape prevents any side to side. That and the little tab really make it solid without over tightening the screw. The convenient size of the hex opening fits the standard nut without a special manufacturing step. All that said, one cant discount the obvious double use. Imho.
Looks quite ingenious, but I hope the clip is more secure than the one for the kick
