The beast of Revelation is described in Chapter 17 as metaphorically having 7 heads. The apostle John then says "the seven heads are the seven hills on which the woman sits". Then, as today, Rome - which occupied Palestine and subjugated the fledgling Christian church during the life of John, and which proclaimed Caesar rather than the Christ to be Lord - was situated in the midst of 7 hills. There is much more that could be said on the subject, but one may reasonable conclude that the beast of Revelation is not the devil, but Rome.

The number 666 is widely held to represent the Hebrew transliteration of the Latin name Caesar Nero. This is because the Jews applied gematria (http://en.wikipedia.org/wiki/Gematria), or a system of associating numbers with letters to symbolically magnify the word's significance.

Contrast that with the "red dragon" of Revelation 12. John says, "The great dragon was hurled down—that ancient serpent called the devil, or Satan, who leads the whole world astray." Thus, the whereas the "beast" is a metaphor for the Roman occupiers, the "dragon" is a metaphor for the satan. In fact, John expressly says as much.

Thus, 666 is correctly associated with Caesar Nero and not satan.
