When im looking at the reference pictures, there are some parts that are pre '87, but the tang only matches a 1947 stamp. Any help?

It's a 91mm Spartan (Standard) from the now-Defunct Elinox economy line of knives from Victorinox. This particular knife was most likely made in the early to mid 1960s, let's say 1962-1965, give or take a few years. The official name for this at the time would have been just it's model number, 1234 (seriously - "234" was the standard Victorinox number and the "1" added to the front meant it was an Elinox knife).

It appears that the small blade is broken. Am I right?

There should be 4 tools,

One layer: big blade/small blade
Second layer: bottle opener/can opener

Your small blade is missing in the pics.
