How do you measure power in CR123 batt?

Is there a gadget or how do you measure the remaining power in CR123 batteries?

I think a multimeter could do it..they are fairly cheap around here $8-$10 is the lowest I've seen but I don't know how good they are. Probably good enough to just test batteries.

In primary lithium cells it's best to put them under load then test the voltage. I have a multimeter that'll put around 100ma on it while testing voltage but there are dedicated testers that'll put 900ma on it while testing for voltage.

I use a ZTS tester.

Specifically the Mini model. It seems to work great and gives readings from 0-100% in 20% increments. I waited much to long to buy one, had I known how useful it was I would have purchased one before ever buying any lights.
