Nut n bolt in 8inch bolt cutter handle?

I picked up this 8inch bolt cutter for the toolbox. It’s my first time to own one.

My question is what is that nut n bolt in the handles for? It’s the one encircled in red.

Typically a bolt in that location work as a handle stop so the cutters wont actually collide and damage each other.
