It's just a cheap refillable lighter with a small led flashlight on its base. It's been part of my EDC for the past few months, as both a lighter (doh) and a backup-to-the-backup flashlight. This was a promotional item for a mil/outdoors shop called 'Sniper', hence the logo.

Here's a couple of shots of the T3 MP700 LM123 had asked me for:

Scales closed:

All implements out.
Blade handle in clockwise order: knife blade (one-handed), three flat-headed screwdrivers, the last on on the tip of a bottle opener (could probably function as a makeshift can opener, although I haven't tried it).
Scissors handle in counter-clockwise order: Fiskars scissors, phillips screwdriver, lanyard hole, tweezers.

Close-up of the spring-loaded pliers head, with the carbide inserts for the wire cutter (also sporting a hard wire notch).

This is a quite lightweight tool, mainly due to its aluminium handles. Build quality is not of Vic standards though, as the handles on mine have slightly deformed with time and use:

It's a Zebralight H30-Q5 flashlight with its pocket clip and glow-in-the-dark switch cap.

I found a guy on ebay.de that carries these (and other) Vic goodies. European Vic code is 4.3323. My guy only ships to Europe though, so if you can't find one anywhere I (or some other member located this side of the pond) could relay it for you.

Did some penny cutting. From left clockwise, LM SkeleTool, LM Wave (new), Vic ST-X, Vic Spirit.

On the left is the skele which jammed up on the first cut, the trick being in use of only half of wire cutting area and not the hard wire notch thus limiting how deep you can go.
The Wave made the longest (deepest) cut, but like the skele needed more force on the pliers.
ST-X was the smoothest of them when making the cut, but it was the smallest as well (1998 pliers head).
The Spirit in this case was the best of both worlds. Making the cut almost as smoothly as ST-X, but not as deep as the Wave.

Enjoy V.

I would not say that the vic is the clear winner. Remember the wave gave the deapest cut, so when cutting metals it actually looked like it curled th metal better. I would say though it would have been nice to see a Sog in on the action.

Not surprisingly, I agree... Especially when cutting electrical wires, a few extra mm makes a bigger difference than ease of cutting in my experience.

I don't cut pennies often, but when I do, I use emt shears.  They're cheap and can cut thru all kinds of things.  They even come in a smaller size to easily accompany a multitool, flashlight, etc...   :D

I bought mine a few years ago off ebay.  Search for 'emt pouch' and you'll find several variations if not the same one.  It's not 'top quality', but it's fine for what it cost and works well enough for me.  YMMV  :)

I've pondered this once or twice:

T.A.G. Molle Sheath.

But I actually don't need a sheath these days, so I've not actually wasted my money so far  :P
I used to come here a lot.
