"You are not allowed to send personal messages"

I signed up for an account here a few months back.  I just received a message from another user asking for help with something.  I think I can help him so I want to respond, but when I try to reply (by following the link in the notification email that I got about his message), I get "You are not allowed to send personal messages."  I tried looking at the help pages to figure out why I might not be able to send personal messages, but the only thing I see that could potentially be related is that personal messages cannot be sent by guests.  I have no idea how to see if my account is a "guest" account.  If you have any ideas about why I can't reply and how I can fix it, please let me know.  Thanks.

You need least 5 post before you can send PM. Post one message more and you can send PM.
