A hate crime isn't committed without emotion, quite the opposite.Love and hate are both extremely strong motivators for acts of violence - just base human nature I guess.

I'm not sure I fully agree with that. I think that passionate emotion can make a person more of a risk to commit a second or third crime of the same nature. There is a difference I think. Perhaps because those that commit non-emotional crimes are in it for themselves, while those that commit emotional crimes are in it to strike out at somebody or something. Just seems more of a risk to others to me.
