Photo shop, or plain MS Office picture editor, choose edit pictures, and you'll have a resize pic, or compress pic tools... Maybe there are other ways, but i use this one...
The easier option might be to just take the pics in a lower resolution. So change your camera to shot 4M instead of 12M, for example.
