It looks a bit like a bull castrator, but smaller. Maybe for pets.

This one installs a thick rubber ring around the scrotum, which eventually rots and falls off.

I have a couple of the heavy duty little rubber bands which go on those things. Can't remember what I originally "borrowed" them for, but I have used them for various things over the years. I forgot what their original purpose was :D
